Street paving; dog park

The Geneva City Council approved the annexation of a property along F Street (which will be developed into a site for a new Dollar General store) for a third and final reading, opted to pave and add curb and gutter for one block of S. 10th Street and provide partial funding through Community Betterment Geneva Sales Tax funds for a proposed dog park in the city at its regularly-scheduled meeting last week.
Ordinance No. 1113 was approved on third reading with no further discussion. The city shall now furnish emergency services and utilities to the annexed tract of land as provided by law.
The city council voted 5-1 (Council President Josh Turner—no) to approve concrete paving and curb and gutter work on 10th Street between A Street and B Street. Property owners Mike and Brenda Motis, LeRoy and Sharon Chapman and Shawn and Lindsey Kottas initiated the street-improvement push. But failing to gain the 60-percent approval for the project as a Street Improvement District, City Attorney David Solheim informed the city council it could initiate the project on its own. The three landowners above control about 57 percent of the frontage that would be assessed.
A JEO Consulting Group, Inc., opinion of cost for the project is $174,942.95—with this opinion, the five property owners with frontage would pay $98,446.50 over 15 years and the City of Geneva would cover the remaining $76,496.54. Steve Parr with JEO told the city council the project could become a Change Order with the city’s upcoming G Street pavement and street lighting project. Parr also suggested concrete for the new street surface.
“Long term, concrete is the way to go,” Parr said. He also estimated the city should get 40-50 years of use from it once put down.
LeRoy Chapman told the city council that without curb and gutter, any type of rain wreaks havoc on the busted-up, partially armor-coated street.
“It’s more erosion than anything down there,” he said.
Double property owner George Volkmer said he thinks the price tag for the project is too high when doing just one block.
